Windows 10: Upgrading from Windows 10 Version 1511 OS Build 10586.1540

I am trying to upgrade Windows 10 Version 1511 to 20H2. I have tried the traditional path using Feature update to Windows 10, version 20H2. The upgrade process goes through the motion but fails in the end and when I use Winver it is still version 1511. I have tried following the WSUS Troubleshooting but still no dice.

The hard drive has about 229 GB of free space.

I created Windows 10 Installation Media and it seems to go through the motions but I see the following error after multiple system initiated reboots.

The installation failed in the SAFE_OS phase with an error during BOOT operation.

0xC1900101 - 0x20017



I am not sure WHICH driver this is failing on. Any advice will be appreciated.

Download Windows 10 TH/RS

It is for Windows 10 Version 1511 x 64 (10586.xxx aka th2 refresh versions). It's cumulative update, obviously it won't upgrade 102400 to 10586. To upgrade you need a reinstall, i.e. insert Windows 10 1511 dvd/usb/iso on a harddrive, run setup and upgrade.

I am running Windows 10 and it is now downloading a rather large update

Does the Media builder for Windows 10 deliver Windows 10 Pro, version 1511, 10586? Or do you still have to run this update separately after Upgrading to Windows 10?

If the version delivered by the Media Builder is not Windows 10 Pro, version 1511, 10586, Microsoft should, kindly, but urgently assist by ensuring that the delivered version is the latest build of Windows 10.
