Windows 10: usable ram problem

Hello everyone, I have a problem like this, I am using a desktop pc, a device with amd am3+ ddr3 msi 970 ms 7693 motherboard, amd phenom II X II 555 cpu, ati radeon 4600 graphics card, 16384 ram, windows 10 pro 22H2, on this device Although it sees the amount of ram that is physically installed and 16384 in the bios, it sees 16384 as 7.96 gb of usable ram. I tried the suggestions in many yuotube videos to change this situation, but the amount of ram still available is 7.96 gb. as giving. All updates have been made, there are no incompatible devices, rams are not incompatible, I tried the cha

16GB RAM only 8GB usable on Windows 10 x64

have 16GB of RAM installed on my computer, but only 8GB is usable. I am running Windows 10 x64. I have tried the following steps to fix this issue, but they have not worked:

1. I have updated the BIOS to the latest version.
   
2. I have tried reseating the RAM modules.
   
3. I have tried using different RAM modules.
   
4. I have tried run-MSConfig
   

I am still not able to use all 16GB of RAM. Any suggestions?

How do I find the Usable RAM on a Surface Laptop 2?

I need to be able to find out the "Usable RAM" on my Surface Laptop 2 in order to ensure it will be compatible with the download of some exam taking software. Under Device Specifications, it lists the Installed RAM as 8.00 GB, but no Usable RAM is listed (having done some brief research, Installed RAM and Usable RAM appear to be different). Under System Information, it states Total Physical Memory of 7.92 GB; is this what Usable RAM is? Under System Information, there is also Available Physical Memory, but the number of GB listed under Available Physical Memory varies with each program I open. I'd be very grateful for any guidance anyone can provide.

Usable RAM out of available problem!

A known problem is when you you have insufficient amount of usable RAM.

If i install 3X2 Gb RAM, only 4 Gb is usable.
If i install 6X2 Gb RAM, only 8 Gb is usable.
If i install 6X4 Gb RAM, only 16 Gb is usable.

Whatever RAM i install, seems like a third portion of it is not being used and that just pisses me, like the rest you, probably.. Solutions have been tried to no avail:

1) update bios - did not help.
2) msconfig/boot/advanced options/maximum memory: check & uncheck - did not help.
3) set the RAM by default SPD (CL9 1.5V) and then by the recommended tested values (CL7 1.65V) - did not help.

What is left to do? Is this a Windows 64 bit problem or a faulty motherboard? I know many people had or still have this annoyance.
