Windows 10: USB 3.1 port remains powered after shutting down

My laptop has two 3.0 ports and one 3.1 port


Brand: HP

Model: cx0140tx


I usually use first 2 ports 3.0 for keyboard and mouse, recently i brought a gaming rgb mouse and was connected to 3.1 port.

After shutting down mouse remained powered on, i tried plugging it out and back, but each time it turned on and off.

USB Port Oddities


Ok, let's see it with pictures step-by-step. First right-click on the USB device and select Update driver software:





Then select Browse my computer for driver software (LAST option) :





The select Let me pick from a list of device drivers on my computer (LAST option) :





Then select the standard driver from the list and click next:





Click next/OK as required to complete installation. Repeat the steps for all Intel USB devices. Finally click on each USB root device and press DEL to delete it, reply YES when asked. After deleting all USB root devices restart the computer.

USB ports remain powered after shutdown

I do NOT want my USB ports to remain powered after shutdown. It was never an issue until I upgraded to Win 10, and now I can't figure out how to make it stop. I tried entered Bios, but hitting F2 or F12 at the right time during power-up doesn't seem
to work!?
