Windows 10: USB device not recognized continually flashing on screen, took video

Discus and support USB device not recognized continually flashing on screen, took video in Windows 10 Support to solve the problem; Shared album - Scott Downey - Google Photos PC was sleeping, when awoke, this happened.     Shared album - Scott Downey - Google Photos

    PC was sleeping, when awoke, this happened. No usb errors showing in device manager, nothing usb plugged in but mouse and keyboard.
    Both usb devices working fine.
    so I unplugged mouse and plugged in again and message quit.

    why could windows not recover from this without me physically unplugging the mouse?
    running latest windows 2o2h
