  1. USB device not recognized endless loop

My computer was fine last night when I went to bed. I don't check it in the morning because I work early. My wife told me the power went out at our house due to a storm. Everything is plugged into power strips that are functioning perfectly even after being off. When my computer was finally restarted, it went into an endless USB device not recognized loop. I've pulled everything out of the USB ports and restarted several times with no luck. I even took the nuclear option and reinstalled Windows 10 (but saved my files). It's still doing it.

Barring a hardware issue, what else could it be if I have a fresh Windows install?

    :)

    USB Device Not Recognized (Malfunctioned)

Just had this problem recently, a cmos clear corrected it. One item you can check to see is if the bios recognizes anything by loading its "boot from" menu and checking for any USB mass storage listed.
