USB ports do not work consistently.

I use a Windows 10 Home edition (version 1809) on a Dell Alienware 17 R2 Laptop. For as long as I can remember, my USB ports do not work properly for all devices. I have four of them: two USB 3.0s on the left, and two USB 2.0s on the right.
For "simple" wireless devices, such as external keyboard and mouse devices, the USB ports work fine with a stable connection. Even my external HD works fine (on only one of the four ports, on the 3.0 side).
However, iPods, iPhones, and anything that contains more function than a storage device would connects and disconnects so constantly that it is not recognized by my system for longer than one second before it disconnects again, on any port. I even tried using a powered USB hub, but that, too, has the same problem and cannot stay connected.

Here's what I've tried, all to no effect:
Advanced Power options -> Disabled "selective suspend", both on battery and on plugged power.
Device Manager -> Unchecked "Allow the computer to turn off this device to save power" on all USB devices under Human Interfaces and USB Root Hub devices.

I checked and re-installed my BIOS and Chipset drivers. Everything I've found online says I have the latest drivers.
    Reset BIOS to default settings.

Uninstalled/reinstalled USB drivers via Device Manager.

Utilized "chkdsk" and "sfc /scannow" in the Command Prompt

Exercised the "Hardware Troubleshooter" included in Windows 10 (Frankly it never helps me at all).

I've reinstalled Windows a few times, even, but this problem persists. The kicker is that, when booted in Safe Mode, my problematic devices remain plugged in and charging, but because it is Safe Mode, I can't use my iPod/iPhone with iTunes for the companion services needed to synchronize them. So I'm decently sure it's SOME sort of switch I need to pull, or a program that I need to configure/disable, but for the LIFE of me and after WEEKS of searching and troubleshooting, I am at my wit's end trying to figure out what it is I need to do to allow my devices to stay plugged in for MORE THAN A SPLIT SECOND.

Any expert help would be greatly appreciated! I want to be sure this issue warrants the cost needed to repair it.

    :)

I hope this is detailed enough...

    USB port not working

I have an HP Pavilion dv6604nr laptop. I have 3 USB ports, 2 located on the left side and one located on the right side near the power supply port. For some reason, one of the USB ports on the left hand side will not recognize anything that is plugged
into it. I have done all the steps and suggestions that is posted on this site, and still can't get it to work. The message I get is "The last USB device that was connected has malfunctioned and Windows does not recognize it." It shows in the Device Manager
as Unknown USB Device(Port Reset Failed). When I have a USB device plugged into the non-working port, it shows up in the Devices and Printers folder, but the device does not work. I am at my wits end. Can anyone help me or suggest any other things to try?
Oh, I am running Windows 10 pro.
