    So what's the issue here? OEM licences can be resold anywhere ... are we talking about separating the licence from the PC? ... it still cannot be transfered tho'...right?

    This guy is talking complete crap. Only in Germany have they ruled that oem system builder licences can be transferred to new devices. Even in Germany, preinstalled slp oem licences are not transferable which is the bulk of them.

    For the rest of the EU, we are bound by the same restrictions as the rest of the world until national Governments in EU ratify any changes (any EU directive has to be ratified by member states). This guy has no idea of how the EU works!

    After linking my Microsoft account to my digital license, I switched back to using a local account to sign in to Windows 10.
    In the future, if I change my motherboard, can I use the Activation troubleshooter to reactivate Windows?

    It should, but to be safe, I would recommend to switch to your Microsoft account and make sure it's linked to your digital license before changing the motherboard.

    Assuming that I have to reinstall Windows after changing the motherboard, then switching to my Microsoft account beforehand will make no difference. In this case, can I use the Activation troubleshooter to reactivate Windows?

    If you had previously linked your Microsoft account to the digital license for that PC, then it should automatically activate the same PC when you setup using the same Microsoft account.

    However, I would always recommend to have your product key written down and kept somewhere safe as a backup.

    How can I check that my Microsoft account already contains my PC's info?

    It will not be the same PC because the motherboard is changed.

    The digital license for the PC will still be tied to your Microsoft account, but you will be able to use the troubleshooter as described in the tutorial to reactive the PC after changing the motherboard on it.

    It's just that I would always recommend to write down your product key as a backup to be safe.
