    My User Account Control Settings is set on level 3, however the settings are not working properly on my account with administrator level.


    When I type in wt Windows Terminal in the run box and hit ctrl+shift+enter, which should bypass the admin prompt, I still get the admin prompt, asking me: "You want to allow this app to make changes to your device?" with a yes and no button option.


    Also while I'm logged in as an administrator and under User Account Control Settings I get that same prompt whenever I want to change the settings.

    Deleting User Accounts

    If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

    Vista: How to give FULL admin rights to other accounts???

    I'm not sitting at my Vista machine right now, but I think it has something do with going into Computer Management, I think you need to add your user account to a group. Perhaps add your user account to the same groups that the built-in Administrator account is in.

    That doesn't work in Vista. When you set an account as an admin account, it is really like setting it as a Power User in XP. It still bugs the crap out of you every time you try to do something that requires admin rights.
