Windows 10: User account deleted but not accessible

Today I logged off of a local user account on Windows 10 and when I tried logging back in the profile seemed to have vanished. I tried taking a look into my user settings but nothing except my Azure linked account was there. The file under users still exists but not the local account itself. Is there anyway to recreate that account or maybe create a new account and point it to that user folder? Thanks for any help.

Deleting User Accounts

If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.

more info : when logon screen appear ,user name:administrator (depend os language ) without password --- now you are a super administrator

Sorry guys ill clarify a bit
I have an operating system with three accounts on it, 2 administrators and 1 limited
I need to delete one of the administrators but i have no access to the other
I can plug the hard drive into other computers to access it from there
