Windows 10: USER32.dll was not found error messages after 2 updates installed

After updates KB89083 and KB5014699 yesterday, I now get 2 error messages on startup C://windows/system32/gdi32full.dll was not found and The code execution cannot proceed because USER32.dll was not found. I can access Windows screen, but I find that several functions won't work now. I tried to remove those update in settings, but when I click on uninstall updates in update history, the screen disappears. I also tried going through control panel and click on view installed updates in programs and features, but nothing happened. How can I uninstall these updates or fix those 2 error message

User32.dll problem

I tried to run an RAdmin application but an error message displays: USER32.dll.DefWindowProcW Can't load function from library.

How can the User32.dll be updated or fixed.

 

Not possible to delete or replace the file user32.dll

Due to a Harddisc failure the file user32.dll (SysWOW64/user32.dll) is defect. After starting a program I get the message: File user32.dll not found. But the filename is still in the directory. Now I have tried to delete (or replace) this file, but it
was not possible. Therefore I have also switched off the "TustedInstaller". Program "sfc /scannow" is not working. Also the "dism.exe" doesn't work probably: 5% , Error 14098, Komponentenspeicher beschädigt. What can I do to replace "user32.dll" ?
