And, I think you won't like that, but if you tried all of the above.... I would clean reinstall Windows. You'll save time, and have clean system. Especially, as I understood, you did it not so long ago. Hope you don't have too many programs to reinstall.

If you clean install... be careful with firewall programs (Windows firewall controll - it's marked bad from Virustotal - could be potentially unwanted programs) and after setting up your program, make system image (with Macrium reflect or similar) - if anything happens, you can have fresh system in 20 minutes..

Edit: from your last post... run Simplewall again and reset your firewall

 

HOLY CRAP

I opened Simplewall, clicked uninstall filters/return to default windows firewall, and it's working again.
I have no idea what's happened here, Simplewall was NOT auto starting (I've scanned Autoruns, Process Explorer search), AND everything worked long after ceasing use of Simplewall, but somehow it's as if its filters got REINSTALLED and screwed everything up. I haven't even opened it in well over a month.

Bizarro.

Thank you for your help! Without the registry reset I wouldn't have got that error, so thanks again!

P.s.

It's a well regarded app, and this is a known false positive (there are so very many of these on VT it's hard to take it seriously).
