Windows 10: Various Programs Won't Open

This is a problem that has been going on for the past couple months. Many seemingly unrelated programs refuse to open on my computer. They'll open in the background, you can see them in task manager, but the actual app won't open. This has happened with programs from DOOM video game to Krita art software. It's really annoying as I've encountered at least five or so programs that won't open and consulting people within each programs community doesn't seem to resolve anything. Also, I don't know if this is related but my computer will occasionally "freeze", I can still use my mouse and click

Windows 10 won´t start any program as Administrator

Hello. I´m having this issue since installed one of the latest Windows 10 system updates.

When I try to open any program that requires Administrator confirmation (that screen with the Yes/No question), this dialog won´t appear anymore. The screen background stays darkened and nothing happens.

1. Using Windows 10 Home (x64)
2. My microsoft user account is properly checked
3. I´m the administrator of the PC
4. Already tried do create another administrator user account - same problem, no success
5. Cannot start any program/service that requires administrator authorization (not even regedit)

Please help!

I suggest you to try the below steps and check if it helps.

Step 1: Run Windows app troubleshooter.

Step 2: Run shell commands for Windows store and check if it helps.

Follow the below steps:

• 
  Press Windows key + X and select
  Command prompt(Admin) to open elevated Command prompt.
  
• 
  Type the following commands.
  
  
  
  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
  
• 
  Hit enter, the blackscreen will appear still for a couple of seconds. After a couple of second a new line saying C:\.... will appear.
  
• 
  Close Command Prompt.
  
• 
  Try to start the Windows Store again.
