Windows 10: VCRruntime140.dll Installed, but not working

I am having alot of issues with my VCRuntime140.dll I am trying to run dolphin but I get the following error




Now I looked online and I get lots of missing file errors and it tells me where to download it, but VCRuntime140.dll is present on my computer as seen here



I have tried uninstalling and reinstalling this via the Microsoft Visual C++ 2015 Redistributable, but despite uninstalling it and reinstalling it several times I still get the error. I have scanned for malware, but this computer is less than a couple weeks old so I don't think that is the issue, I've reset my PC both before and after reinstalling Microsoft Visual C++ 2015 Redistributable. I have also tried to repair the program also to no avail, I have literally tried everything so if anyone has any other ideas please feel free to tell me because I am out of ideas

The problem is, that the required DLL is not actually even listed there.
There are just dozens of download adware links from the top to the bottom.
