Windows 10: Ver 1903 Update screen not working

Got my download a few days ago and so far it appears to be pretty good. The only issue I have found so far is a buggy windows update screen under update & security. Everything else on that page works fine. Click on Windows Update in left column brings up Windows Update heading in the right column. At the very, very top of the screen above Windows Update title there are 5 dots that keep circling for left to right. They are so close to the top that I did not see them for quite a while. Below the Windows Update title there is nothing - blank. I restored backups and reinstalled the 1903 update 3 times and the update still does not work. I ran scannow and it did find and a few files but did not address this issue. Been looking on the net but have not found anything like this.

I have attempted to install ver. 1903 update but failed 6 times. The error is -

Last failed install attempt on ‎10-‎06-‎2019 - 0x80240034

Till date all the previous updates were successful. Kindly guide.

The tutorials provided are just a list of troubleshooting steps. Use only the steps which apply to you.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
