Windows 10: Version 1903: Network Location won't stay private (change public to private, use upper left...

Hello,


When I was 1803, I couldn't find the place in Windows 10 to change the network location for a WIFI access point to change from public to private. ALSO when I tried to change from public to private using PowerShell, it failed to change.


I upgraded to 1903! The ability to switch from public to private for a WIFI access point does indeed show up!! Finally!!


The problem is: Switching from public to private won't stay!


Steps:

Step Four (I use the LEFT ARROW icon on the title bar (upper left hand corner) to return to the previous screen/dialog:





Step Five: NOTE: The network profile / location is back to PUBLIC from the previously set PRIVATE.




As you can clearly see, I'm now back to PUBLIC after clearly setting the network location to be PRIVATE!




To verify this is still the case, I used a different screen / dialog (Control Panel) to see the status of the WIFI access point:







If the system can't change the network location for some reason, Windows 10 should at least give an error message stating why?!


Yes, I have Administrator privileges on the account I'm using to try and change the network location from public to private.

Change Network from Public to Private

Hi,

Thank you for your interest in Windows 10.

I suggest you to follow the steps below to
change your network from Public to Private:

• 
  Type PowerShell in Search Window and then right click on it and click on
  Run as Administrator.
  
• 
  Type the following command to find your interface Index:
  Get-NetConnectionProfile
  
• 
  Use your interface index (for example 5) with this command:
  Set-NetConnectionProfile -InterfaceIndex 5 -NetworkCategory Private
  
• 
  Now reboot the device and check if the network has changed from Public to Private.
