Windows 10: Video games blocked from graphics hardware and can't update on my windows 10 laptop

Whenever I try to play a game, it's always blocked from my graphics hardware. This only became a problem recently. I tried updating but I keep getting this error: 2019-06 Update for Windows 10 Version 1803 for x64-based Systems (KB4023057) - Error 0x80d02002.

Application has been blocked from accessing graphics hardware on 3D games

I have Windows 10 with Radeon HD 5670. Since month or so all games using 3D graphics hang the error message Application Has Been Blocked From Accessing Graphics Hardware

This is similar thing to application-has-been-blocked-from-accessing-graphics-hardware, just it hangs with all the 3D games.

Games I tried: Lego Harry Potter, Minecraft, Test Drive Unlimited. It takes no more than two minutes to have the screen blinking for several seconds and games crash.

I tried some googled out solutions, like:

• graphic card driver update
  
• removing all graphics drivers with DDU utility from guru3d
  
• ran System File Checker and DISM commands as described here
  
• editing TdrDelay in registry as described in fix 3 here
  

I thought it may be some hardware issue, took out the graphics card, cleaned it up from dust, installed awesome Open Hardware Monitor - Core temp, fan speed and voltages in a free software gadget and MSI Kombustor (v3 didn't worked for me for some reason, but v2 worked fine). Kombustor shown this is no overheating nor hardware issue, as tests ran from it took everything from GPU without hanging anything and temperature below 70 Celsius. And games crashed without much load at low temperatures.

And everything worked all fine just a month ago. Maybe some windows update broke it?

 

Graphics Hardware

My laptop is constantly telling me that 'applications are blocked from accessing graphics hardware' which is stopping me from playing games and watching videos. How do I resolve this problem?

Computer Type: Laptop ASUS GL 552VW Refurbished

GPU: GeForce FTX 960M, 7.9 GB RAM, no overclock

CPU: Intel(R) Core(TM) i5-6300HQ CPU @ 2.30GHz, no overclock

Motherboard: ASUS – 1072009, GL552.300, American Megatrends – 500B

RAM: 8GB, no overclock

PSU: laptop

Operating System & Version: Clean Windows 10 build 1607 64bit, upgrade from Windows 8.1

GPU Drivers:

Clean install NVIDIA GeForce GTX 960M, Driver version 23.21.13.9077

Intel® HD Graphics 530 customized computer manufacturer driver. Driver version 21.20.16.4550

Description of Problem:

• 
  Application "gamename.exe" is blocked from accessing the graphics driver. This error happened most frequently now.
  
• 
  The computer crash and the error code: Video Scheduler Internal Error.
  

Other error I encounter:

• 
  GeForce didn't recognize the "Don't Starve Together" game even though I checked and it supported the game.
  
• 
  Stream updates every single time I turn it on.
  

Now the problem is very severe for this game "Don't Starve Together." The screen would flicker at the very beginning and usually froze after 30 minutes.

Troubleshooting:

With Stream, I tried:

• 
  Verify File Integrity
  
• 
  Follow all the instruction on Klei Support for Game Crashing:DST Is Crashing / DST Won't Start
  

The troubleshooting I took overall for the problem:

• 
  Scan the computer cmd -> smf/ scannow. No problem at all.
  
• 
  Update GeForce.
  
• 
  Direct GeForce to the game folder but it still didn't recognize it.
  
• 
  Specifically selected High-performance NVIDIA Processor for all the stream games in NVIDIA control panel.
  
• 
  Create TrDelay then TrLevel in regegit (Windows 10 - Display driver has stopped responding and has recovered - Intel HD Graphics 4400)
  
• 
  Run game as administrator.
  
• 
  Uninstall GeForce Driver and reinstall.
  
• 
  Enter Safemode and use DDU to uninstall NVIDIA Graphic Drive and install again with GeForce being uninstalled.
  

I can upload crash dump file if it helped.
