Windows 10: Videos in all browsers skipping frames / stuttering

I have ryzen 2700x and rtx2060, W10 1909 with latest updates, latest driver/bios, have tried a lot of fixes and none have worked.

Videos in browsers skip frames, including in firefox, chrome, brave, opera, edge, ie, etc. The stutter is pretty bad, tons of skipped frames, stats show the number of skipped frames too. Videos files play fine when playing from the hard drive in video players like WMP and Media player classic though.

This issue appeared out of the blue a few months ago, I don't think I installed or changed anything before it started.

All videos are stuttering in browsers

I have Windows 10 desktop PC (latest updates installed), AMD CPU and NVIDIA GPU. I started getting massive stutter in all videos in web browsers, including Edge, Chrome, Firefox, IE, Opera. Basically looks like dropped frames and bad frame timing. I don't
notice a stutter in 3D games though. I also get a little bit of stutter in Windows Media Player when I play video files from my HDD, although it might always have been there. VLC media player stutters a lot too, but it always stuttered on my PCs. I don't know
how to test if it's only stuttering to certain file types or what.

I tested changing my GPU to an old NVIDIA GPU, and the issue persists with that card too... still stuttering.

I tried lots of fixes, ended up doing a clean reinstall of Windows, and issue persists. Chipset and graphics drivers are latest.

 

Fps Stuttering/Frame Skipping in Games

HELLO

I've been getting the fps stuttering/frame skipping in all the games I play Rainbow Siege Siege, Apex Legends, CSGO, PUBG. I get just a bit over 60 fps in all those games but the stuttering and frame skipping makes it feel like I'm getting 20. Me lowering
the settings makes no difference. I get about 60-75 degrees on the GPU and CPU when gaming. It happens every time. I have a laptop with:

MSI GE40 2QD

Windows 10Home 64bit

Nvidia GTX 950M 2GB

8GB RAM

I7 4712MQ 2.30Ghz-3.30Ghz

1T HDD / 128GB SSD

The solutions that I've tried to fix but didn't work:

High performance in Power Options

Maximum performance in Nvidia control panel

Running the games on high priority

Disabling Game DVR

CCleaner

Deleting temps

Overclocking

Limiting the minimum and maximum processor state in power options.

Frame Stutter

A couple days ago every game that I play has frame stutters. its not my GPU because I still hit over 100 frames in my games. I also notice some audio stutter when people are talking in my discord server. ill list my current build down below. I have updated
windows to the most current version along with my video video drivers.

SSD: Samsung Evo 850 1TB

PSU: Corsair RM1000i

OS: Windows 10 Home Edition
