Windows 10: virus?

randomly my internet stopped working (websites would not load but internet worked fine in game), couldn't open any shortcuts on my desktop when I clicked them. Also tried to go to windows security and that wouldn't load either. Had to do a restart to get it all to work. Maybe not a virus but some bug?
