Windows 10: Visual C++ 2017 Runtime Error when installing Visual C++ 2015-2019

I've tried many suggestions from here or on other forums and I'm lost. I've had this issue on a Windows 10 laptop in the past and gave up on it. I was originally getting this error while installing AMD Radeon driver software that I need to update to play a game. I also get the same exact error when attempting to install Visual C++ 2015-2019. I've tried using a 2017 install file with no luck. I've tried restarting. Should I attempt to delete and redownload what I have already installed?

In programs and features, it says I have the 2017 version installed but nothing can seem to locate it the AMD software that requires it and the Visual C++ 2015-2019.

I'm absolutely stumped so I'm hoping to find a solution. If nothing works, I suppose I may have to completely reinstall Windows...

I'm running a Windows 10 Pro desktop. It's a few years old but this problem seems to have started quite recently.

Visual C++ 2015-2019 x64 failure to install

I've been trying to install Visual C++ 2015-2019 x64 for some time now but every time I try no matter what I do I get the error the older version of Microsoft Visual C++ 2019 x64 minimum runtime 14.24.28127 can not be removed

I also get told that it can't find the path to vc_runtimeMinimum_x64.msi again this is for visual c++ 2019 x64 part.

You can also uninstall all previous VCC++ runtimes and reinstall the all-in-one here:

SQL Server 2017 Visual C++ 2015 rutime error

I am trying to install SQL Sever 2017 express edition but before installation it gives me an error "Microsoft visual C++ 2015 minimum runtime x64 14.0.24215 needs to be repaired". I unistalled and installed Visual C++ 2015 but problem still continues.
