Windows 10: Voice recognition Windows 10 1607 enterprise

Cant change interface language on Windows 10 1607 enterprise russian language to english. Because of that voice recognition doesnt work and doesnt even launch. Language packs cannot be installed, .cab files also cannot be installed with " dism /Online /Add-Package /PackagePath:C:\lp.cab ", throws "The specified package is not applicable to this image." error. same with lpksetup. package list from "dism /Online /Get-Packages" https://i.imgur.com/j0K1A69.png. putting English language at the top in Settings>Time & Language>Region & language doesnt work either

  Are you referring to voice recorder or Windows speech recognition?
  

I would suggest you to run the run the inbuilt app troubleshooter.

Follow the steps:

• 
  Press “Windows” + “X” and select Control Panel.
  
• 
  Select Troubleshooting and select View all on left hand side of the screen.
  
• 
  Select the Windows Store App and follow the instruction to troubleshoot.
