Discus and support W10 b10041 Lock Screen Image Location in Windows 10 Customization to solve the problem; I had two. I believe, for the moment, only one is predetermined by MS.     I cannot access SystemData (or it's sub-folders) though, regardless of how I configure the Permissions and Owner.

    I'll just use have to use brute force (i.e. fire up a Linux ISO).

    Interesting. *Confused

    One folder was supposedly had about 8 jpg images in it.
    They weren't proper jpg images and couldn't be viewed (incorrect file headers).

    The other had several versions of the image that Edwin found (I swapped the Lock Screen image earlier today).

    Getting access in 'SystemData' is tricky, you have to change permissions for yourself then go in again and add yourself as a 'Principle'

    The other folder: take ownership of all of them, copy them and paste them somewhere then add .jpg extensions to them then rename them if you wish.

    Can you post a screenshot of that location?

    Another thing:
    On Build 9926 the package folder was called 'Microsoft.ContentDeliveryManager', now, in Build 10041, it's called 'Microsoft.Windows.ContentDeliveryManager',
    also, I'm on Enterprise, if that has any bearing, I don't know.
    Or, maybe MS saw that users were accessing the items and distributing them on the web and so stopped caching them on the local system.

    Screenshots after taking ownership of folders and adding my profile as principal. btw I searched for every jpg in all of windows (using OSX to get around permissions) and these were all I could find.

    No, Microsoft.ContentDeliveryManager_* doesn't exist for me on 10041 (clean install Pro). I go from Microsoft.CloudExperienceHost to Microsoft.Cortana

    Yes, 10 files (different names though). I can open them with paint (but not photos app) if I copy to desktop and stick .jpg on the end.

    Bingo! That's the ones! It must be that I'm on Enterprise cuz my 'LocalState' folder is empty.

    If you set your Lock Screen to Windows' defaults then go back to that folder from time to time, you'll get more. (some nice ones too!)

    Bearing in mind that security, in a test build, it not much of a priority, I , when I get stuck like that, open the security and change the ownership to "everyone", and then add it and give myself full permissions.

    It looks like the path I posted is a retainer folder only.

    I found Brink's 8.1 tutorial:

    Lock Screen Default Background Image - Change in Windows 8

    The program it links to is not compatible, but I worked through the manual method. 100%. ! I now have several of my own pictures as a choice.
