Windows 10: want to access router but not internet

Discus and support want to access router but not internet in Windows 10 Network and Sharing to solve the problem; Hmm, very strange. Using Kari's method Malawarebytes and Steam are still able to connect. It makes me wonder if the dreaded telemetry is getting through.
