Windows 10: Warning popups all the time.

So a day or 2 ago a popup began stressing me every time i didn't move my mouse for 1-2 minutes , it's the nvrtc64_80.dll not found , i have reinstalled the latest nvidia driver for my gpu , reinstalled the microsoft c++ redistributable and also i have tried for 2 hours to uninstall .net framework to no avail , how can i resolve this problem without reinstalling windows ? i'm on the latest version 1809

• STEP 3: Use HitmanPro to scan for malware and unwanted programs
• (Optional) STEP 4: Reset the browser settings to their original defaults
• (Optional) STEP 5: Double-check for malicious programs with Zemana AntiMalware

With Windows 10 I get constant popup warnings that my computer could be infected with a virus or malware. Best Buy's Geek Squad tells me this happens in Windows 10, just remove the page and continue. This happens almost every time I use my computer and
is never-ending and sometimes requires a restart. Is there a way I can stop this?
