Windows 10: Warped, buzzing sound accompanied by slowdown.

During video playback, playing video games or listening to music on my Windows 10 PC I get this, roughly one second of, warped buzzing sound and the computer briefly freezes. It will happen at least once an hour. It doesn't seem to happen when there is no audio but it may do as it might be harder to tell happening without sound. I have a monitor and two TV screens and it happens across all of them. I have run the audio troubleshooter and just completed a reinstall of Windows and the problem is still present. It's driving me mental. I have just put this PC together. Any help would be much appreciated.
