    Application has been blocked from accessing graphics hardware

    I just installed a eVGA GeForce GT 710 2 GB graphics card in a 9 yr. old home built with Win 10 Pro Fall Creators v1709. I received 2 errors: Application ShellExperience has been blocked from accessing Graphics hardware; and

    Application Microsoft Windows Operating System has been blocked from accessing Graphics hardware.

    The Antec NeoHE 550 is the original power supply. The 12 volt rail may not have the 20 amps required for the eVGA graphics card. The previous eVGA-GEFORCE 8800 GT PCI-E had an extra connection to the motherboard which the GT 710

    does not.

    I'm going to take a wait-and-see it there are more errors before I make any hardware changes.

    Windows Update installed the graphics driver. I think I will uninstall and try the newest Nvidia drivers.

    Update 11/15/2017: Ran Windows 10 Update, v1709 build 16299.64. Removed eVGA GeForce 8800 GT, and the old power supply. I installed a new Antec GE-650 Power Supply. It has 35 Amps on the 12v Rail; re-installed
    eVGA GeForce GT 710; and ran the latest Nvidia driver update file.

    Unfortunately, while watching a YouTube video, Notification issued "Application MicrosoftEdgeC has been blocked from accessing Graphics hardware". I had audio but no video,

    so I opened the YouTube video in IE 11 without further Notifications. I checked the Event Viewer for errors, but found none. When I had the 8800 GT Graphics card installed, I had no Notification from Edge Browser and no error Events.

    I think I will leave the new power supply and GT 710 in the PC for a few days to see what transpires. I really thought the problem was related to

    not having enough Amps without a second power plug, but the new power supply has 35 Amps on the 12v rail.

    Update 11/16/2017: I called eVGA Tech Support, and they suggested the complete removal and re-installation of the Nvidia drivers. To completely remove the the Nvidia video driver, eVGA Tech Support suggested a program called DDU. I ran
    the program in Safe Mode, and then re-installed the latest Nvidia driver. Unfortunately, while watching a YouTube video on Microsoft Edge Browser, I got the same Notifications mentioned previously, and a System Event Warning:

    "Display driver nvlddmkm stopped responding and has successfully recovered". This is happening in IE 11 and Mozilla Firefox too, but no Notification message and just the Event Warning message.

    Apparently, no one but Microsoft knows why the error is occuring. IMHO, it looks like DirectX 12 or WDDM v2.0 is causing the driver crashing and Notification messages. The previous eVGA 8800 GT video card supported DirectX 10 and WDDM v1.0 which is why it
    works with Windows 10 v 1709. I don't think the power supply has anything to do with the driver crashing or Notification messages.

    I think I will be putting the old power supply back into the PC and the eVGA 8800 GT graphics card.

    Update 11/17/2017: I gave up and re-installed the old power supply and graphics card. eVGA is sending me a new GT 710 which probably will not fix this issue. It is worth a try.

    when trying to watch the key west florida, mallory square web cam, I cant get any picture nor can I open the picture to full screen. other web cams (hogs breath) open just fine.
