Windows 10: We couldn't install Windows 10: Error 0xC1900101 - 0x40021

Attempted upgrade from Windows 10 Home version 1909 to 2004. Despite hours of searching, could not find any Microsoft documentation/solution for this error. Computer is Dell XPS8700 PC. Did Device Manager to check for problem device drivers, none shown. Ran Dell SupportAssist to check for new drivers, none found. Any help would be appreciated.

• 0xC1900101 - 0x40021 the installation failed in the SECOND_BOOT phase during SYSPREP_RESPECIALIZE operation.
• I dont know how to solve this, and I wasn't able to find a solution. Im upgrading from windows 7

Tried twice, have followed tips such as turning antivirus off...

Any help is appreciated

upgrading from win 10 pro 1909 to 2004 trying both the standard windows update method and the USB media install, I get the same result:

- blue screen at 75% done with the "KERNEL SECURITY CHECK FAILURE" message for a few minutes
followed by automatic rollback to 1909 and reboot

- when back in windows (on old 1909) a windows pops up explaining that "Error = 0xC1900101-0x40021" happend

I tried the advice in this thread downloading and used SetupDiag.exe to get some better diagnostics.

Once SetupDiag.exe is done (it produces a number of log files) the SetupDiagResults.log file have this:

Scanning through the other logfiles like: setupact.log, setupact_rollback.log etc., I am no wiser.

Any ideas what's wrong and what I should do?
