Windows 10: We couldn't update the system reserved partition - Windows 10 Updates won't install

I have run a partition utility to increase the system reserved partition size and it still won't let me update the latest updates with the same error about reserved partition.


I have run all the suggestions here:

and tried a command line one but have a missing bootmgr from these steps.



Even the manual download and in place upgrade fails.

My second pc is fine with all the same apps. I have a samsung ssd with magician running turned off rapid mode and over provisioning but didn't help.



I"m about out of ideas. Can we create a new Windows update that fixes this for me?
