Windows 10: Weird Bug with Electron Apps in Windows 10 Insider Preview (Build 21337)

Hi everyone. I hope it's not off-topic since it is about an Insider Preview build.

Disclaimer - I know I've been dumb:
I have been in the Insider program for years, actively giving feedbacks on the latest builds, and I never had a problem with my old laptop. When I got this new laptop, I never opted into Insider Programs since I wanted to use a clean version of Windows. Some days ago, I was curious about the new Desktop Management features, and I made the mistake of opt-in the insider program just to try those features out. My bad, I know.

Since the update, the title/menu bar of some applications are smaller, without the close/minimize buttons.
But the main problem, is that this implies a sort of mouse offset: where I see the mouse, is not where it actually is for the app, so my clicks are detected about 1cm above wrt where I see the mouse.
I cannot even show it, because in video screen-captures, the mouse appears to be in the right position. (I think it is the app window which is in the wrong position, because of the title bar being smaller).

The bug is related only to some apps: in my case I noticed it in Notion, Bitwarden and Atom ( thus, I deduced it is happening only with Electron Apps).

I tried uninstalling and reinstalling the apps, nothing changes.

Another problem is that sometimes when I close one of those apps, a black block of the same size of the app window appears on the desktop, and never goes away. I can click through it but I cannot interact with it.

Anyone had the same problem?

Insider build previews

Because you are running a Windows Insider Preview build, you might be seeing defects or bugs in the build you are using, which is still under development. I suggest you use the Feedback Hub to submit a bug report detailing your problem.

You should only run Windows Insider Builds for testing purposes, not for production.

I recommend you revert to a commercial build such as the recently released Windows 10, 1803 revision.

Go to a working computer, download, create a bootable copy, then perform a clean install.
