Windows 10: what does code 0X80070079 mean?

Hi, I'm trying to get into the Excel program have already paid but can't get into it..i keep getting a code that has me copy then paste into a search bar but nothing..i received an error message that read... code 0X80070079 The Semaphore timeout period has expired...what does this mean?
