Windows 10: What does the blue rotating circle mean at the top right of the Windows Photos app

Windows 10 Home Version 193 (OS Build 18362.295)

Windows Photo app Version 2019.19051.16210.0


Just started using the app.

I import a whole folder structure from my "Pictures" folder in my user profile folder on my hard drive.

It IS a whole lot of photos.

Anyway, it's been an hour or so and I can see my photos within the Photos app but I also have this rotating circle in the upper right corner of the app just to the left of the three horizontal dots. (Please see below.)

What does that rotation indicate ?

The face of my Photos tile is not live no matter what I do and I'm wondering if this spinning business means the app is still busy with it's initial setup or something.

• Did you make any changes to the computer prior to the issue?
• Do you get the Blue circle when you are working on a particular application?
• Which anti-virus program is installed on the computer?

Perform the steps suggested by ZMM2 on July 24, 2013 and check if it helps.

Rotate a photo in Fresh Paint

Hi,

Rotating a photo within Fresh paint is currently unavailable. However, you may try these steps:

• Save the paint file.
  
• Open File Explorer.
• Open the location on where you saved the file.
• Right click on the paint file. Click on Rotate right or
  rotate left.

Let us know if you need further assistance.
