  1. What does this mean?

I'm having frequent, seemingly random, full system crashes. There's no warning, no "restarting now" notification. One moment the computer is functioning normally, the next it's running through the boot cycle again. I've reset windows, uninstalled all third party apps I can think of. These events came up in the event viewer. There are others pasted below, but this one happened at almost the exact moment it crashed.

    Source: DistributedCOM

    Event ID: 10010

    Level: Error

    Task Category: None

    Keywords: Classic
Unable to start a DCOM Server: Microsoft.Windows.ContentDeliveryManager_10.0.18362.329_neutral_neutral_cw5n1h2txyewy!App.AppXea6epmb5w19sjwy9ckw8md46dm93nhkq.mca as Unavailable/Unavailable. The error:
    "2147942975"
    Happened while starting this command:
    "C:\WINDOWS\system32\backgroundTaskHost.exe" -ServerName:App.AppXmtcan0h2tfbfy7k9kn8hbxb6dmzz1zh0.mca

This is the usual event after a crash:

    Source: Kernel-Power

    Event Id 41

    Task Category 63

    Keywords: (70368744177664),(2)

The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly.

    And this

    Source: Kernel-PnP

    Event id 219

    Level Warning

    Task Category 212

The driver \Driver\WINUSB failed to load for the device USB\VID_2833&PID_0083&MI_00\6&14b417bd&0&0000.

Here's another that I'm unsure of what it means.

    Source: DistributedCOM

    Event ID: 10010

    Level: Error

    Task Category: None

    Keywords: Classic

The server {9A4948D9-13FC-4FAC-B60A-FBA6EE0FB11C} did not register with DCOM within the required timeout.

And also here's another (there's about 20 of these in a twenty five minute time period)

    Source: DistrubtedCOM

    Event ID: 10010

    Level: Error

    Task Category: none

    Keywords: Classic

The server {9A4948D9-13FC-4FAC-B60A-FBA6EE0FB11C} did not register with DCOM within the required timeout.

And now I'm also getting these as I type this

    Source: DistributedCOM

    Event ID: 10016

    Level: Warning

    TC: None

    Keywords: Classic

Unfortunately, that's how Disk Clean ends.

If you want to check - run it again to see if there's is anything to clean (look at the size on items in the list - small size means only a bit has accumulated since the last run - large means something wasn't cleaned)
Disk Clean / extended goes deep, that's why I suggested that you run it first.

I'd say just move on to the next step: cCleaner, since you're in the cleaning phase.

    Ok, onward and upward!
