Windows 10: what is command to insert speech marks/ inverted commas

Discus and support what is command to insert speech marks/ inverted commas in Windows 10 Gaming to solve the problem; I use dictation for academic work and need to be able to cite accurately when quoting directly.     I use dictation for academic work and need to be able to cite accurately when quoting directly. I cannot find a Voice Access command to let me insert inverted commas or speech marks. I cannot seem to turn on automatic punctuation either.

    Where? What device? If you have Touch the Touch Keyboard has an array of characters overloading the apostrophe character. Press and hold to see the array and then slide your finger over the one you want. Unfortunately it seems we have to go back and
    remove any that get inserted that we don't want. Not very usable IMO.

    Otherwise if you have a real Numeric keypad (or functional equivalent) you can use Alt+701 (apparently). I used CharMap to get that tip. E.g. search in Unicode for comma and pick U+02BD Modifier Letter Reversed Comma. Then convert that to decimal and
    try it out. So, that didn't work (sometimes it does) but you can at least use CharMap to Select and Copy the desired character. But then the good news would be that you would not need to have a Numeric keypad to generate characters using CharMap.

    Windows 10 is not entering inverted commas correctly

    One of my pastimes is to write short stories, in which I use dialogue. Hence I often use open and close inverted commas. Up to yesterday my PC entered these inverted commas correctly. Today it does NOT. How can I fix this problem? I NEED A SUITABLE REPLY
