    what is normal bios time?

if you are still concerned with the speed at boot up have a look in the bios and just check to see the settings are OK etc.

The timeout only applies if you are dualbooting and defines how long the boot menu is displayed before loading the default OS. If you only have one instance of Windows installed it makes no difference what you set it to as the boot menu is not displayed anyway. Changing the Boot Menu Time-out - Windows 10 hardware dev

While it is true that you can't set it to less than 3 through the GUI you can set it to a lower value using the command bcdedit /timeout 1 from an elevated command prompt (changing the 1 to the number of seconds you want). If you set it to zero it will just boot into the default OS without displaying the menu.

I have mine set to 1 second so I can change to another OS on the (unusual) occasion I want to without delaying boot too much.

I have 10 seconds delay during welcome screen, turned on verbose boot and it's showing "Preparing Windows" during that time. That's longest part of boot process.
