    Hi, R,

    Read the Vishal Gupta's tutorial on the Software and yes, it can be Disabled or Uninstalled. These files and folders are used by Windows 10 update to make sure future updates and feature updates are installed without any issues in your Windows 10 PC.

    If the above doesn't help after several restarts, since we know the update responsible you can find it at Settings>Update & Security>Windows Update under Installed Updates, then uninstall from the link there, and hide with the Hide Updates tool downloaded from
    here:

    You can also use System Restore to get before the problem began, then check for Updates with the Hide Update tool and hide them:
