Windows 10: When clicking on News and Interests items, it opens an empty browser

Used to click on news and interest items and it would it would open a link to article in a browser. Now it just opens a empty browser. Is there a fix?

Jump list File Explorer items not opening program

thanks for all suggestions have carried out most and found no difference so far. Will check out the clean boot tomorrow. John
