    I wish to maximize system stability, and I am aware that certain former updates were premature, and stability was sacrificed.

    So if I set Windows Update to install 3 weeks after the 2nd Tuesday, what actually happens if a problem with the update is realized after the second Tuesday? Would Microsoft fix the actual update and substitute the fixed update for the original? And then, when +3 weeks rolls around, my machine would download the fixed version?

    I selected +3 weeks last month, but this month, without any interaction from me, it has reset it to +1 week. Is that normal? What delay period is the safest for my concerns?

    OK. This means change log for next one, 1.10, should mention this. It does not currently.

    GPU-Z 0.8.7 crash on launch

    W1zzard is asking you to test so that he can suggest next steps and be able to troubleshoot the issue you have.
    If another version works, it would be one set of steps.
    If several other versions also fail/crash, then it would be another.
