    If you open the properties for the executable you can change Start in there:

    If you install Classic Shell or Start10 then you will have Properties directly off the Start screen as you did in Windows 7.

    Forget my last post from 20 hours ago--I am an idiot!

    alphanumeric's solution is, in fact, correct.

    When you do the final step, which is select Open file location, that new File Explorer instance will view the folder that contains the tile's shortcut to the program. (My last post was wrong when I said that it was the actual program. I looked too quickly, and got fooled.)

    And then, yes, you can right click on that shortcut and the context menu will have a Properties choice.

    In my case today, I was then able to do what I want (supply some command line arguments to the program).

    As proof, I offer the attached screen shot with the Properties dialog having a modified Target value (ends with aforesaid command line arguments).
