Windows 10: Why am I not able to run the DISM.exe to restore corrupted files, etc.?

I've searched the web everywhere to know about the problem but it give this error.

Since my Windows Update was having some issues regarding upgrade to the latest Windows Insider OS. It was giving this error, btw. "0xc1900101"


So I decided to check the system files, I've already tried "sfc /scannow" No files are found in the scan.

But I encountered this error.


Can anyone help me fix this error. ;

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

Can't run .exe file

cannot open .exe files

It is possible that the .exe files has been altered and Windows was unable to run the file properly. To properly isolate your issue, we'd like to ask some questions:

• Are you currently using an administrator account when you tried to run
  System Restore?
• Have you tried running System File Checker to check for any file corruption?
• Have you tried running DISM (Deployment Image Servicing and Management) to repair Windows image?
• What are the .exe files that you've tried to change?
