Windows 10: Why can I not open the epic games launcher?

I just got my very first PC and my PC runs on windows 11 and I tried to download the epic games launcher but once it finished downloading I was met with a window that said “The code execution cannot be processed because D3DCOMPILER_43.dll was not found and I have tried everything and I still can not open it.

Epic Games Launcher

I got this computer from my step dad, he got it from his insurance company. When I open Epic Games launcher I can see the logo but the rest is blank. Is there a file I need to remove? I really would love any suggestions

If those steps did not resolve your issue, the next step would be to perform a clean boot and check if Epic Games works.

1. Open System Configuration:
   
   • Press Win + R to open the Run dialog.
     
   • Type msconfig and press Enter.
     
2. Configure Selective Startup:
