Windows 10: why cant i play a game i bought on Xbox and is now on my Microsoft account and able to be...

so i have bought the modern warfare III what ever year the new one came out and have days played and several in game items bought yet when i download the game from the Microsoft store off my library and launch the game it says i have to buy is in full for the $70 Yes i am signed in on both steam and the store if that would be a issue but its not i uninstalled steam and the same issue will launch to the in game menu to pick a cod and nope still have to pay

Since I have the XBox app can a game bought in a store, example Wal-Mart, be installed and played on a PC? Are we only able to play the games provided by the Microsoft Store or XBox?

I have a Dell XPS 8940 with Windows 11

Cuphead is part of a program called Play Anywhere. Games that are in that program that are bought on Xbox One can also be played on Windows 10 PCs (at no extra cost) and vice versa. I appreciate your reply. It seems that the game progress was saved to your Xbox account associated on your computer that's why you can't play the game from the beginning. I recommend that you remove the account on your computer by performing the following
steps:

3. Under Email & app accounts, click the Microsoft account, then click Remove.
