Windows 10: Why cant i play games from my Xbox, on my PC?

So, i was just trying to play some of my games from my Xbox one on my PC, but when i went to the Xbox library, it wasn't there. I checked the Microsoft store, and it says i need to buy it. Yet, i have 24% of the achievements on these games
