Windows 10: Why did my pc restart? Loop. Please helpI was

I wanted to factory reset my pc because it was running slow. I leave it by itself while it resets and i sleep. The next morning i woke up and was greeted to a screen where you put where you live and what time zone then I clicked next. The next screen came up and it said Why Did My PC Restart? It proceeded to talk about how i need to update my computer and clicking the next button will fix it. It does not fix it, it goes back into the screen where i put where i lived and then it is just a loop from there. I have tried many things none of them have worked. I have tried to factory reset it twice, i have tried to run safe mode but that says that i need to install windows to use, ive tried startup repair, i forgot to create a restore point because I didnt think this could happen. I wasted all of yesterday trying to figure out what was wrong with it and how to fix it. I would appreciate if you could find and answer to my problem
