Windows 10: Why Does Windows Only Have 2 Second Resolution for the Modified Timestamp on an exFAT Volume?

The title says it all. When I create or modify files on an exFAT volume or copy a file from NTFS to exFAT the modified timestamp only has 2 second resolution. exFAT supports 10 ms resolution. Interestingly if I use Ubuntu to create files on the exFAT volume then read their modified timestamp using wmic in Windows then the timestamp has 10 ms resolution. Why the 'flaw' in Windows? Thanks!

Formating to exFAT

If you want to format an external hard drive or USB flash drive in exFAT, you can follow these steps:

• Press and hold Windows key + x on your keyboard. This open the context menu.
• Select Command Prompt (Admin).
• Type format g: /FS:exFAT and then Enter to begin formatting the G drive as exFAT
