Why does Windows require a reboot to install Adobe Flash updates?

"2019-06 Security Update for Adobe Flash Player for Windows 10 Version 1709 for x64-based Systems (KB4503308)
Requires a restart to finish installing"

Hi! This has bothered me for a while and I haven't found a valid answer in my searching. Why is it that monthly Security Updates for Adobe Flash Player require a computer Restart? It's not like I'm actively using Flash Player right now - in fact, I can't think of the last time I've seen a website that uses Flash.

I've seen this on all recent versions of Windows. Doing some research into that KB, the files that get touched are:
    Activex.vch, Flash.ocx, Flashutil_activex.dll, Flashutil_activex.exe, Activex.vch, Flash.ocx, Flashplayerapp.exe, Flashplayercplapp.cpl, Flashutil_activex.dll, Flashutil_activex.exe (32-bit and 64-bit versions). I don't see any of those in use.

So, why is Windows required to reboot to update these pieces that aren't used?

    :)
