Windows 10: Why doesn't Windows 10 update to the October 2018 Update?

I help about 20 people with any problems they have with Windows 10 computers. More and more I am being asked "Why doesn’t it Update to the October 2018 Update?"

They are worried that the April 2019 Update is less than 2 months away and they don't understand why theirs do not update?

Supposedly all it takes is to hit Check for Updates? But what if nothing happens and you are told “You are up to date?”

If you look closely at Microsoft's instructions they say; "We encourage you to wait until the feature update is offered to your device automatically."

But Microsoft also says that the update is; "Fully available for advanced users who manually select “Check for updates” via Windows Update."

What feedback do users get if no update is offered? None!

What information is given to users if their computer has a blocking problem? None!

Yes of course I could individually use the Update Assistant on each machine and update them one at a time.

But that doesn't help other users to with this problem!

Is there an official Microsoft point of view on this?

Well just noticed a pretty large one pop up coming in at 914MB, seems it makes some pretty serous updates.
