Windows 10: Why in God's name has Windows 11 decided that all of my photos need to be in HEIC?!

Trying to print photos and noticed they were all pixelated and terrible looking. Checked properties and saw they were in HEIC format. Googled it since I have no idea what that is and read that it is Apple's thing. Also saw in several places that "Windows doesn't change image format" so it has to be because I downloaded them from an iPhone. Except that I didn't. I don't own an I anything. Not a phone or a reader or a pod doo hickey. No one else accesses this computer and I would not do this to myself on purpose. So, how do I fix this? PowerToys changes format to HEIC

- Installed PowerToys to Windows 11.

- Took photos that were transferred from iPhone to Windows 11 and resized them.

- Photos has a HEIC format but opened fine on Laptop.

- Checked PowerToys settings, and Image Resizer settings but couldn't find anything to suggest that they should be changed to HEIC,

Was it just a false positive? As in they are actually jpg but it says HEIC because they were transferred from an iPhone.
