Windows 10: Why is device manager constantly refreshing?

Whenever I go to the device manager the device list refreshes every couple of seconds. I've read other posts with a similar problem but none of those solutions has helped yet., I've updated all software and drivers on this machine. I've tried unplugging all USB devices and restarting my pc and the problem remains. I restarted in safe mode and nothing changed. One thing I have noticed and believe it's related to the issue is there is an unknown USB device problem. Need to follow up your question with another question, whenever the Device Manager list is refreshing, do you hear a disconnect/connect sound coming from your speakers?

A faulty USB cable/device or a USB cable/device that is not plugged in firmly can cause the Device Manager screen to constantly refresh since Windows believes a USB device is constantly being connected and disconnected.

 

Device Manager keeps refreshing (unlike other situations listed in the community)

When I go onto my Device Manager page, it shows all the normal listed items correctly. Then starts to refresh every second or two 2 seconds constantly. It does not stop refreshing with the mouse pointer spinning.
This is different than other incidents of this reported in this community because I have not installed any new devices, I don't have a USB connected, I'm not having Bluetooth issues, and it is not making the ping sound that it makes when connecting a device,
there are no Other or unknown devices listed, and all my drivers are up to date. Please help...

 

Device manager refresh causing mouse lag

I am all of the sudden getting mouse lag (mouse freezes up for 5-10 seconds every 30-60 second) due to my device manager constantly refreshing, or at least that's what I think it's from. I pulled up the device manager and the task manger to find what is happening. The sequence is: mouse freezes and device manager refreshes, then I notice Microsoft Management Console appears at the top of my Task Manager. So it seems the Microsoft Management Console is doing something to cause the Device Manager to refresh and then cause the Bluetooth mouse to freeze up. I'm not tech savvy, so I know I don't understand how all this works. I just need some help fixing it. Thanks ahead of time!
