Windows 10: Why is my computer so slow?

My computer has a fast startup, but once I sign in, I can't for the life of me use anything for a solid couple of minutes. I click to open chrome, it opens 30 seconds later and freezes for another 30 seconds when I type something. Basically, any app I open after startup takes ages to open, and the whole computer is slow. It picks up afterward, but this happens every time I start up my pc. I figured this was normal since this has happened to this computer (HP Pavilion all-in-one Windows 10) as well as my old Dell Inspiron laptop. I factory reset my pc before and it helped, but it's such a hassle to have to do that. Is this issue normal, and is factory resetting the only way to fix it? Thanks in advance.
