Windows 10: Why is my Gpu usage so low ?

Hello, i have recently installed a new GPU into my pc. Replacing my old 1060 3gb with a RTX 3070, however when i load onto the game my cpu usage can go up to 60-70% whereas my GPU cant go any higher than 20% it seems. I have installed all the drivers on both gefororce and settings on windows and im just wondering why im not getting the results i need and why the gpu usage is only at 20%. PC details:CPU: i7 - 4770 GPU: Geforce RTX 3070

Low gpu usage in roblox and gpu usage dropping

I can run other games with quite normal GPU usage like 30 - 60 CPU Usage and 70-100 GPU Usage in other games but I noticed that I have other games on HDD disk and Roblox on SSD disk and I was wondering if this might be Disk issue. On the one of screenshots at UserBenchmark results that says to plug in SSD disk into SATA 3.0 port with SATA 3.0 cabel. My problem is low GPU Usage in roblox but in some cases I have pretty high gpu usage and then it drops from like 50% to 20%.

I forgot to add that I have ddr3 ram 1333Mhz

alright so i have i think a gpu problem , on every game except rainbow six siege and i think gta my gpu usage % is very low i open something as easy to run as minecraft and my gpu usage goes to like 15% , on cyberpunk it wont go over 70% but i go to rainbow six siege or gta and it gets to the 90%+ ; and the problem with my low gpu usage is obv low fps

im running 40 fps on minecraft normal settings with a 2070 i know that cant be right

and i compare my pc to other peoples pc with my exact specs and settings (cyberpunk) they have extremly higher fps then me
