Windows 10: Why taskbar wont let me open my game, setting and website?

Hello, Can you help me with this situation I have never before This taskbar I tried to click to open but not pop up just stuck on the taskbar I still struggle with this, and when I try clicking settings It not work and does not pop up and some of the other website working fine but other app and settings not work at all to pop up Im so confused how this happened..?

• Are you facing this issue on a local account or the Microsoft Account?

Please follow the below steps and check if it works,

• Press “Windows key + I” to open the Settings screen.
  

I suggest you to sign out from the current user account, restart the computer and then sign in to the Administrator account to check if this helps

1. Is this issue specific to a particular game or for all games?

For your information, usually the taskbar appears when you move the cursor. If it is appearing continuously, then it might be conflict with the software. Restarting the Computer might fix the issue.

I suggest you to double mouse click on the game window when the Taskbar appears and check if it works.

Also, suggest you to select the Lock the taskbar option from the taskbar from the below steps:

1. Right click on taskbar.
2. From the list of option, click on Lock the taskbar option.
3. Restart the computer.
